John Wragg, MEng, MIEE is a management consultant and project manager experienced in information systems, applications, data and Internet communication services and voice telecommunications. He specialises in developing Information Systems and communication strategies to achieve business goals, and planning and managing the subsequent procurement and implementation projects.

John understands the e-government targets and business drivers from recent work developing an e-business strategy for a variety of UK central government departments and agencies, to meet the e-business strategy requirements as well as the e-GIF, Metadata and other CITU guidance.

The skills practised included business analysis, programme, project, bid and resource management, communicating, selling, negotiating, procurement and outsourcing to EC/GATT and Private Finance Initiative (PFI) guidelines.  

Technical expertise includes:

  • Information System and e-business strategies, system feasibility, design, procurement and project management, covering corporate, office and workgroup systems, financial, management and operational applications, communications infrastructure.

  • Web Site Design and Internet Marketing - web sites developed include www.quakernet.org.uk and www.reading-quakers.org.uk. Technical assurance of DTI ELVIS Web Enabled Application Form sub-project.

  • Office Automation, Remote Access and Internet - office automation and groupware applications and infrastructures, remote access, client server operation, E-mail, Intranets, the Internet and e-commerce.

  • Telecommunications and Data Networks

    • Network specification and procurement, LANs, servers, switches, wide area networks, network management, ATM, Internet and intranet infrastructures, managed telecommunication services; IP, VOIP and telecommunications convergence issues.

    • Programme Manager and European Product Development Manager for LDI International, a public telecommunications service provider.

  • Security Experience undertaking as appropriate risk assessment, CRAMM methodology, Government Secure Intranet, remote access, security advice and preparation of System Security Policies.

  • Service and Support Management - managed service specification, change management, outsourcing, help desks and user support, security, cost benefit analysis, investment appraisals, PFI and facilities management studies.

  • Chartered Engineer; Member of IEE, TMA.
  • Member of BCS Computer Security Specialist Group, TMA Fraud Group.
  • Member of UK Government CESG Listed Security Advisor Scheme 1998 - 1999 (CLAS).
  • McMaster University, Hamilton, Ontario, Canada; MEng in Electrical and Electronic Eng.
  • Graduate Apprentice, GEC-AEI Telecommunications Ltd (since GPT)
  • Sheffield University: BEng in Electrical and Electronic Engineering
